The only song that ever made me cry was aesop rocks 1 of 4. He made it for the friends who saved his life when he was suicidal.

Now my fuckin' crooked soul never faced a monster like the last few months
Never in my whole life... I wish I could explain this better (I can't)
But the pieces won't formulate it to anything even close to cohesive

Too many songs to list...

Probably the first ones that comes to mind are

"Fast Car" by Tracy Chapman

Addagio for Strings (theme for Platton, Elephant Man, and Crash)

I don't think there are any songs that make me flat out cry, but 2 that really tug at my heartstrings are:

"A Wash" by Safety Scissors

and

i've cried to a whole lotta songs i have to say... but only these two i remember as one's i can NOT listen to without shedding a couple of tears (ever since i was a small boy)

songs by Ani DiFranco sometimes have a tendency to make some tears swell up in my eyes.  I don't remember which ones... many, in any case.

a lot of songs man.

i have a reggae station here, and they play a lot of good vibe music about happiness, and i get kinda teary hearing and thinking how nice it would be for peace for all mankind, and unification, and constant happiness, and closeness to God.

a few of them lately i cant relate to, but make me teary. like ones about destruction of land, and culture.
