Looking for the name of an old 90's adventure PC game.

There was this game that came out sometime during the 90s that had a blonde haired character going around a city and doing stuff. It was an adventure game with high tech futuristic cars, guns, and strip clubs. I can't remember the name of it, but think it was something like orion. If anyone knows what I'm talking about, I'd would really appreciate some help. It was featured monthly in the PC gamer magazines back then.

Do you remember if it was a side scroller or more of a top down view?
