Drug house offers drive-up window
DAYTON — Heroin dealers are taking a page out of the fast-food playbook: drive-thru service for junkies.

According to police, cars from Franklin and Richmond, Ind., were lined up Wednesday night at the back window of a small apartment complex in the 2000 block of Shaftesbury Road, waiting to purchase heroin.

“That’s not something you see very often. That’s not the way they (dealers) usually do business,” said Dayton Lt. Mike Wilhelm, Fifth District commander.

Two patrol officers assigned to the Phoenix Project around Good Samaritan Hospital busted a user in a parking lot near Shaftesbury and Prescott Avenue. Asking the right questions and having intimate knowledge of the area, the officers pinpointed the drug house.

After taking the suspect to jail, the officers returned to the area. They saw the line of cars and busted the place as some of the cars sped away, according to the police report. While one officer corralled the remaining car, the other started pounding on the apartment door, announcing the presence of the law.

When the door was opened, the officer saw a man in a back bedroom “messing with the window.” Unable to ascertain what he was up to, the officer entered the apartment and placed the man in handcuffs for safety.

While doing that, the officer saw a Dodge Magnum pull up to the window. Under questioning, the three occupants all admitted they had driven from Franklin to buy heroin from the drive-up window. Interviews with the two occupants of the car earlier corralled by officers revealed they had driven from Richmond, Ind., for the same purpose.

A Dayton Daily News investigation in September found cheap heroin was attracting users from all over the Miami Valley and beyond. The street price for a single cap of heroin in Dayton runs $10 or less. The price can be two to three times higher the farther one travels from Dayton.

As more officers responded, they discovered several bags of powder cocaine and powder heroin, and 400 to 500 empty gel caps — often used to package the drugs — all in plain sight.

One of the men in the apartment said he saw the handcuffed man, Rapheal Garrett, 21, throw something into a kitchen trash can before officers walked in. Officers found a large stack of money totaling $3,283.

The renter of the apartment, Antonio Jones, 45, told police he regularly rents that unit to drug dealers. According to the police report, Jones said his apartment is in demand because of its location, which allows buyers to “drive up and drive through just like a McDonald’s.”

Both men were taken to the Montgomery County Regional Jail. Jones faces possible felony charges of permitting drug abuse. Garrett could face felony charges of trafficking and possession.

Wilhelm said his two Phoenix Project street officers — Ron Gustwiller and Matt Heiser — used their knowledge of the area to do their job. The project assigns the two to an eight-block radius around Good Sam to continue the reclamation of the community from drugs and violence.

“They spend eight hours a day there,” Wilhelm said. “They know who’s doing what. They just have to catch them at it.”
