Depends on the fork - there are likely adjusters at the top of the crown, there might be an adjuster down by the axle aswell.

However, you might consider either switching to a rigid fork, or installing heavier springs.

What you are asking about is adjusting the rebound dampening. If that fork has any adjustments, I would bet it is only to adjust the spring preload. Getting a rigid fork is a decent option- you could probably find a used one for less than $100. When buying a fork make sure you pay attention to the steerer tube length (needs to be long enough), the diameter (i.e. 1 1/8" is probably the right size). Also those wheels are 700c- so make sure you get a fork of appropriate length.

If you have any community bike shops, i would just buy a rigid fork there - no need to get anything fancy.

a rigid fork would run $5 at my local community volunteer run bike shop.

New, if you have cool corporate bike shop owners you should be looking at less than $50 for a rigid fork. Make sure the steer tube is long enough, and the right diameter (1" or 1 1/8") and that it has proper break tabs for the style of breaks you are running.
