US-Russian forces smash Afghan drug labs

Russia and the US have destroyed four laboratories in their first joint effort to combat the illegal drug trade in Afghanistan.

Three heroin laboratories and one morphine laboratory were destroyed by joint US-Russian forces in Nangahar province in east Afghanistan, close to the border with Pakistan, Viktor Ivanov, the head of the Russian federal drugs control agency, told reporters on Friday.

At least 932kg of high-grade heroin, 150kg of morphine and large amounts of equipment were destroyed, he said.

The Kremlin has repeatedly criticised Nato for failing to control heroin production in Afghanistan, which is fuelling a surge in drug addiction in Russia and claiming thousands of lives each year.

Production of opium – the raw material used to make heroin – has increased substantially in Afghanistan since the overthrow of the Taliban in 2001.

Russia and the US agreed last year to co-operate in counter-narcotics operations in Afghanistan as the two countries moved to improve relations that were severely damaged by Russia’s 2008 invasion of Georgia.

Mr Ivanov said the Afghan raid was a breakthrough marking “the first concrete example of real co-operation between Russia and the US to combat transnational drug-trafficking networks”.

Erik Rubin, deputy chief of mission at the US embassy in Moscow, said: “This is just the first step. We intend to use the experience to go after other labs. We cannot succeed alone.”

Four Russians, including two security officers and two intelligence officers, took part in the operation in the first engagement by the Russian military in Afghanistan since Soviet forces withdrew after a disastrous 10-year war.

Ahmad Zia, a spokesman for the governor of Nangahar province, said the raid took place in Achin district on Thursday, and targeted processing facilities owned by a leading trafficker. “According to some reports, he supplies most of central Asia,” said Mr Zia.

Mr Ivanov said Russia had used its extensive intelligence links in Afghanistan during three months of preparations for the raid.

The UN Office on Drugs and Crime urged the US and Russia to broaden their intelligence-sharing.

“This operation represents a new and very promising development,” said Jean-Luc Lemahieu, the UNODC representative in Kabul. “We hope to see more moves to enhance co-operation between Russia and the US in combating the drug trade in Afghanistan.”

The UK and US are financing programmes designed to persuade farmers in Helmand province, a big opium-producing centre in southern Afghanistan, to switch from poppies to wheat or other crops. Progress has been slow – partly because farmers can often earn much higher prices for opium.

Traffickers run elaborate credit and marketing systems to encourage farmers to grow poppies that yield opium resin.

Analysts have given warning that a US withdrawal from Afghanistan could unleash chaos in central Asia, as drug cartels and Islamist extremists move to undermine corrupt, authoritarian regimes.

Afghanistan produces about 90 per cent of the world’s opium. Western officials say proceeds from the industry fund both the insurgency and powerful crime syndicates that have penetrated deep into the Afghan state.

Mr Rubin said US counter-narcotics co-operation with Russia was “open-ended” and would continue even if US forces withdrew from Afghanistan.

Yer right they destroyed it the drugs.

The CIA has already been caught importing illegal drugs into America, as if they've stopped this highly profitable business.
