Well spotted.  I think the bottom graph is a bit off too.  Why get people to read numbers when they can look at pretty pictures :smile:

what if they've just excluded undecided answers and/or third alternatives from the pie? would be weird to, but they can't be that stupid... or can they?

The missing percentage points are the "undecided" people.

It's a badly laid out graph, but not incorrect.

I know that the two numbers can't equal 100 because of missing.

But to give 47% more than half a pie chart is in fact wrong - they elected to leave out the unsure answers in the pie chart, which is purposely skewing the graphical results.

Where are you getting 86 from? Adding 39% and 47%? A pie chart is made up of peices of a whole. 39% + 47% = 86%, but 86% != 100%, not matter how you try to skew it. I agree that it is not only a poor graph, but an intentional (or stupid)misrepsentation. In order for your explaination to be a creditable excuse for the inaccuracy of the chart, they would have to explicitly state that it was a ratio, not a percentage. And in that case, the chart would be pointless.
