Kruder & Dorfmeister isn't hiphop but they use hiphop beats and make some nice mellow songs.
try Kruder and Dorfmeister - Original Bedroom Rockers

Try, The People Under the Stairs The Herbaliser .... yes someone else finally mentioneD! SOME beastie boys songs are kinda chilled layed back rhyme spitting sessions maybe even try some bands like Long Beach Dub Allstars, although they are more on the Dubbish side then hip hop, but they do have some nice mellow flowing songs... also some Burn Unit or Mos Def ... for some reason I dont listen to either of them unless I wanna get my chill on

Ummm I would say Ghetto Boys for some really mellow hip-hop.
You could try Gangstarr it's pretty good hip-hop, but it's only semi-mellow I guess, depends how you look at it.

I've only heard a couple songs by them, but Clouddead is fucking awesome. Tricky is good too, and DJ Shadow, but that's not exactly hip hop, it's instrumental hip hop.
But for really good trip music, go for Boards of Canada, very little to do with hip hop, but they're amazing.

Some good suggestions so far- I second Herbalizer & DJ Shadow. Outkast has some really great funky stuff, check out their songs Crumblin erb, Spottie Ottie Dopalicious, & ATLiens. another good track is 1200 techniques - karma. Digable Planets - 9th wonder Artifacts - Wrong side of da tracks black moon - I gotcha open Digable planets - nickle bag of funk perhaps The Roots - Mellow my Man Siah & Yeshua DapoEd - The Cure for Stagnation Morcheeba - Let Me See (Reflections Eternal Mix) A Tribe Called Quest - Rhythm
I happened across a nice playlist I made a while back

My new favorite hip-hop album is
The Sanity Annex by Sonic Sum
It is perfect for a shroomey good time. Imagine Dr. Ocagon (minus all the porn) meets Tribe Called Quest and you are getting close.
Dope as HELL.
