This guy I know had his heater and air stone in the same container (a cylindrical glass vase), and ran the bubbler 4x/day for 45 min. This provided adequate air exchange. How big is your terrarium?
Edit=oops.

In the limited experience of this guy I once met, the heater will heat the water in the container only so much, especially in a tupperware container (which is crappy when it comes to insulation) - in his 25 gallon tupperware container, it only kept the temperature at 77-79 degrees F, even when set to the highest degree. This guy kept the tupperware container inside a TV box with pillows and blankets around it for extra insulation, but it still only ever got up to about 78 degrees F. (The setup: a large mug, deep enough to keep the water slightly above the waterline on the heater, with aluminum foil covering the top which keeps the heater in place and reduces evaporation somewhat).
Belaboring the obvious: keep track with a thermometer inside the container somewhat away from the heater-jar setup.
Also, I've been wondering - who's that in your icon?

In my friend's pet squirrel's experience with fish tank heaters, at it's highest setting (82) will not heat the water enough to heat the ambient temperature of the terrarium to optimum temperatures. What he did was turn it all the way up, pull off the cap, and turn it to minimum, and then put the cap back on, thus allowing squirrel to boost the max temp to obtain temperatures around 96-100 degrees. This he found raised the ambient temperature of the terrarium to just the right level for incubation which is stable around 84. By turning it down it would stabilize around 75. The only problem is you can't let incubating jars get within an inch or two from the jar, and fill the water regularly.

Yeah, that makes good sense, consider how insulated fridges are. Tell that guy it's worth a shot!

Yes.. a fridge would work very well for an incubator. No need for pillows or anything. If you keep it in a thin plastic bin, you might try wrapping the exterior with a blanket as to trap in heat.
If your friend cannot get temp up to 84 with just the heater.. try the trick I told you about.. like when you can rig a lighter to make a super huge flame.. same concept... turn the knob all the way up, then pull it off, and put it back on with the arrow facing at minimum..then you can crank it up even higher..you can even do this twice if once is not enough, but it should be. It will take some playing around with the control, waiting, checking the temperature... but once you have it stable it should be worry free for a long time. Just make sure to keep an eye on the temperature very often when you are messing around with the heater. Raise the temp, let it sit closed for an hour, check.
