I thought the kit just came fully colonized. I'd have just proceeded as if it were a PF cake once i'd got it and fruit in a SG. :S If only the top is exposed to air, the top is the only place you're gonna get mushrooms, but, as you've got clear plastic sides you may see pinning on the sides, and they're gonna hafta squeeze up to the top for air.
If the cake / sub will not crumble and fall apart if the plastic is removed, then i'd do so.

So you got this kit, you dunked it right? Dunk is the 12-24hour soak in water to rehydrate the mycelium before fruiting. From ur other pic, you've got it on a lid, on bubblewrap, on some black substance in a little box?
some questions that may get you more useful answers, if you can answer:
*does your box have holes in it, to allow air to freely flow in and out? *how often are you misting your box? *how often are you fanning your box? *what is that black substance in the bottom of your box?
First pics made it look too wet, and it may have been waterlogged from being in the tub/container. Now it looks a little dryer.
I've only done a few, but i've found the ones that perform better generally are the ones that continually look 'slick' with water (shiny) without being 'covered' in it (no excessively dark/soft areas and no big drops of water sitting on the face of cake)...
Evaporation (fanning) and humidity (spraying) are going to be the two major factors in your getting mushrooms. 
If you can get a system to work where the moisture content is rather stable, and Fresh air exchange happens mostly by its self, you've got half the work done for you.
Do a search on 'Shotgun Fruiting Chamber' or 'SG tek' if you've got the time.

yeah kit dunked for 24hrs
Kit is in propagator just sitting on bubble wrap to keep heat directly off bottom of cake lol (be better on perlite! i know!!!)
* yes propgator has air vents * once a day (Last night heavy mist) and let cake dry evaporate water for several hours b4 putting bk in * not fanning at all * propagator mat which holds moisture for humidity
Yea man was really lookin waterlogged, but ive let it dry out for a while and kinda judged it a bit! with results!
And thanks for telling me something simple which i never even though about taking out of container! that way mushies all over!!

Cool. I've only 3 'successful' grows under my belt over the last year, so I'm kinda new too Just moved from PF cake to WBS grain techniques.
I only have experience using home made 'shotgun chamber' (SG), which is comparative to your propagator. The bag might be more failsafe, but unless it's something special that breathes well, i don't see it being any real different from your propagator.
That said, if you can find yourself some perlite or similar, i'm sure you can find a plastic tub, build yourself a SG fruiting chamber, if made right they can really help provide good conditions!
* air vents are good, if its a seed propagator, with adjustable air vents on top and sides, it should be suitable enough. Like i said, you want a middle ground between air flow and humidity retention. Higher humidity is better. Stable high humidity is even better. SG can provide these:)
* I'm still fiddling with misting and fanning, haven't got it figured yet. I think it's a lot like watering a plant; you can ruin it, but once you find that sweet spot you get a healthy response.
That said, you probably need to fan a lot more man. my first time i was fanning and misting like crazy, but i cut back to doing a 2-3x day moderate mist-2min fan-light mist of all cakes, spraying from above and fanning from above
* lots of people say that fanning helps trigger pinning. You've got pins atm, but remember for next flush.
