Finland Aims to be 1st Country That Outlaws Smoking

Helsinki, Oct 6 : The first in a series of laws designed to completely eradicate smoking and tobacco use in Finland came into effect Friday, including possible prison sentences for selling cigarettes to minors.

Finland is the first country in the world to write into its legislation that it intends not just to reduce smoking but to end all tobacco use through law.

"We realised that to state a goal of simply diminishing tobacco is a kind of approval of smoking," Ismo Tuominen, a key author of the law and a ministerial advisor, told AFP.

In the first phase, which began Friday, the possession of tobacco products by people under the age of 18 is completely banned, and it has become a criminal offence to buy or give minors tobacco, punishable by up to six months in prison.

Friday's new legislation also makes it illegal to buy or sell tobacco products over the Internet, to use tobacco in places frequented by minors, or smoke in spectator stands for all outdoor events.

In the next phase in 2012, it will become illegal to display tobacco products in stores, and in 2015 all cigarette vending machines will be banned.

Other countries such as Iceland and Norway have already adopted similar measures.

Tuominen however insists Finland goes much further when it comes to the wording of the legislation, which states clearly that Helsinki wants to drive out tobacco companies, although it aims to give the industry enough time to get used to the idea and find ways to disengage from the market.

The tobacco company Philip Morris has filed two complaints with the Chancellor of Justice, the country's top justice official, largely aimed at overturning the impending ban on the display of tobacco products.

Company spokeswoman Anne Edwards told AFP that Philip Morris understands its products are harmful and should be regulated, but added that it is unrealistic to think that the government can stop everyone from smoking.

"What's important for us is that we can compete for market share among adults who smoke, but how can consumers make a choice about what to buy if the products aren't visible?" asked Edwards.

Tuominen said that he does not see a total prohibition on tobacco coming into force in Finland, but that the government will certainly make it very difficult to make, advertise, buy and sell the product.

This is funny to me. For starters the idea that cigarettes have remained legal despite them being worse for you than what is probably the majority of illicit drugs. And secondly, the thought of people going to the black market and paying even more exorbitant prices for something that essentially does nothing but kill you for recreation. With that said though, it's a really stupid idea.

Of course current smokers will continue to use them illegally but I wonder how this will affect the younger age groups. This will make smoking a PITA for cigarette smokers. Whenever they're in public they'll have to somehow conceal the fact that they're smoking. That wouldn't be difficult but knowing how many cigs they smoke a day, it will surely be a drag. :smoker:

Nice in theory, but they'll find ways of smoking anyway.

What they really need is to criminalize tobacco use (primarily since it negatively effects the whole of society) and legalize cannabis use so the tobacco users can go on that instead.

Problem solved :tongue2:. There are no possible problems with my idea, I swear.

TBH, I wish all tobacco junkies would just be rounded up and dropped off on an island somewhere so they can run their own backward society into the ground.

Hey before bitching about the horrible health effects of smoking, do read the story about Charlie the chimp. Smoking only kills the weak :p

This neat decision will certainly further boost the party-tourism to Estonia.

When are governments going to learn you can't just ban your problems away? Not to mention that cigarettes are addictive and the the majority of those smoking ciggs already have an addiction to them, that addiction is not just going to go away because they are banned,hence smokers will still smoke.

Prohibition does not work on any level.

First off I'm a smoker and UK citizen.  I understand non-smokers complaints about second hand smoke, particularly the smell and therefore the ban on smoking in indoor public places. 

I would like to try and introduce a little perspective to your argument though.  The amount of these "poison chemicals" are trace in first hand smoke and even lower in second hand smoke.  Lets say we were at a bus stop in London and I lit up, the more damaging harm would probably come from the buses and cars passing.  It's also hardly "encouraged by the state"  Smoking is heavily regulated.  Advertising for smoking is pretty much banned everywhere and the minimum age for purchasing tobacco related products is also rising/has risen to match that of drinking.

As for those crying out about the "strain it puts on health services" smokers are contributing £10.5 billion a year (2009/10 figure) as tax and only requiring £5.2 billion from the NHS (the UKs health care system) to deal with the health consequences of smoking.

I find it ironic that so many on this forum are opposed to smoking.  I would have thought someone who would be essentially labeled a criminal by the state for putting whatever chemicals they want into their body would be so intolerant of people doing exactly that.

You know, there is such thing as a respectul smoker. I smoked for 8 years but ALWAYS made a point to distance myself from others before sparking up. People who think the can smoke wherever they want tend to be arrogant pricks anyway. However, there are also overly sensitive people l(like yourself) who feel superior because they don't smoke and see smokers as "junkies". Really? How about addicts. Cigarettes were the hardest thing I ever quit. 10x harder than cocaine. So instead of being mad at a plant (by the way tobacco wasn't just "created" as you so eloquently put it) maybe you should lobby for big tobacco reform and regulation.
