The state senator who sponsored New Jersey’s medical marijuana law said he was given some of the details today as to how Gov. Chris Christie’s administration plans to make pot legally available, and is not happy about what he heard.

Sen. Nicholas Scutari (D-Union) said that instead of the state health department licensing up to six dispensaries to grow and sell the marijuana — with two sites each in the northern, central and southern parts of the state — the health department instead will license two growers who will supply just four dispensaries.

The change takes what is already the most restrictive medical marijuana law in the nation and recasts it to make it much more difficult for qualified sick people to legally obtain the drug, Scutari said.

"I don’t want them rewriting my law," an angry Scutari said tonight. "That’s not right."

Scutari also said he was disappointed by the administration’s proposed July 1, 2011, start-up date.

"That’s not right, either," he said, adding that he was hoping for an earlier start-up date.

Though the Legislature passed the framework for the medical marijuana law in January, the administration will decide how it will be implemented.

Scutari said he learned about the changes from a member of his staff who attended a health department briefing today in Trenton. Scutari said he will call Health and Human Services Commissioner Poonam Alaigh today and ask her for a copy of the proposal and for a meeting so they can work together to change it.

"It’s got to be fixed," Scutari said.

Donna Leusner, a spokeswoman for the commissioner, declined to address Scutari’s remarks.

The administration later this week will released guidelines outlining "the registration and application process for physicians, patients, growers and vendors interested in participating in the program," Leusner said.

"The department has researched the best practices and problems encountered in the 13 other states and the District of Columbia that have medical marijuana programs and designed a program that balances the need for access by qualified patients with the need to implement a program in the safest and most responsible way’’the statement said.

Chris Goldstein of the Coalition for Medical Marijuana of New Jersey, who attended today’s briefing, said health officials asked him not to disclose what he heard. But told of Scutari’s remarks, Goldstein said he agreed with the senator.

"I hope (Scutari) does get that change,’’ Goldstein said, referring to the limit of two growers and four dispensaries. "This was not the vision of what we thought medical marijuana would be in New Jersey.

Over-restricting doesn’t serve the intent of the law, which was to give access to patients."

Licensing just two growers makes New Jersey "uniquely vulnerable to interference if one or both of facilities are raided on the same day,’’ Goldstein said. Two growers would be limited to how many different strains could be produced, and the versatile plant can be grown to reduce the impact of different symptoms, he said.

According to the law, qualified patients must have a physician’s letter attesting they have cancer, glaucoma, seizure disorders (including epilepsy), Lou Gehrig’s disease, multiple sclerosis, muscular dystrophy, severe muscle spasms, HIV/AIDS, inflammatory bowel disease (including Crohn’s disease), any terminal illness if a doctor has determined the patient will die within a year.

shit if i only had a year to live a weed prescription wouldn't mean much, i would probably go all out on phycedelics and opiates
