Goats are ruminants like cows so their poop is going to be similar in composition. Even so it should be slightly composted and weathered.

If the hay pile is outside and gets some weathering then take from the older areas. Make sure there is no sawdust or wood shavings as conifer wood is not good.

I would think that working with all those little balls of poop would be a pain though so make sure it is well composted and broken down and has some straw bits in it so it doesn't turn into a muddy sloppy mess as cow poo can do.
