Universities are a great place to pass them out, the way students and academics in general vote is very much skewed in our favor.
Ask coffee shops near the university if you can leave a stack near the cash register or door.
Give them to people as they are leaving parties.
Anywhere that people congregate near universities are a good bet.
Anyone under the age of 40 is a good bet.
When I go to vote I notice most of the people in line are old as hell, the key to winning is getting younger people to vote too.
Homosexuals almost always vote properly WRT pot because they are used to being persecuted for no good reason, distributing them in the gay parts of large cities is a good idea.

If weed was legalized and taxed, it says it would encourage the use of marijuana, which would mean that the people using would have to buy from a dispensary or cafe or wherever, which would very much NOT do little for the state's economy. Plus all the tourists it would attract :o
