Make sure you have airflow from the bottom so the perlite can evaporate properly. Also, have you been misting?

Pics of the SG.
Is it elevated off of whatever it is sitting on?
What is your misting schedule?
Did you dunk and roll after birthing?

As soon as I saw your thread title, I thought to myself, "I'll bet he has the holes taped up"
Remove the tape, make sure you have 1/4" - 6mm holes on all six sides, and it's impossible for your perlite to be too wet because any excess water will drain out the holes in the bottom. You're also supposed to have the terrarium elevated on blocks so air can enter from the bottom. RR

thatsw ierd because i would thin that the more holes the lower the humidity and i fan and mist at least 5 times a day

Do what RR says, he's the dude that invented the shotgun tek. There's all kinds of theory behind how it works. I know it's counterintuitive, i.e. how is a box full of holes going to hold in moisture, but trust me on this, it works.
Drill holes in the top and bottom if you haven't yet. Untape the holes. If you have an AC vent in the room make sure it's not blowing at it. You want normal air circulation in the room, no wind gusts of dry air aimed at it.

do you have holes in the bottom as well?
Is it raised off of the surface that it is sitting on?
Do you have a fan on in the room?
Did you dunk after birthing?
Help us help you man.

Then that is it.
No holes in the bottom: you have a pool of water with perlite in it.
No holes in the bottom means that air cannot travel up through the perlite, and this is what is causing your humidity problems.
Mischief managed!

I knew that was what was happening.
1/4 inch holes. Every two inches. Everywhere. All SIX sides.
Make the holes, and raise it at least two inches off of whatever it is sitting on. Wood blocks work well, but anything really will work.
You want air to enter the bottom and work its way up through convection (google it if you dont know what it is).
Not only will that take moisture from the perlite up into the SG raising your humidity, you get more FAE( fresh air exchange).
Dunk you cakes again since they are dry. While they are dunking, fix your SG...
Report back.
