where did he state some do, many do or few do... no where, there's nothing that excludes those that abstain from illegal practices so it's easy to conclude that he refers to all of them
it also seems to escape everyone that judges do not convict anyone, that's the job of the jury, if an individual pleads guilty to a charge it's still not a judge making the conviction, it's the defendant
