If you want to use CS, then both drives have to be CS. If you want to set it manually one has to be slave and one has to be master. What kind of error do you get and how did you fuck up your cd-rom?

Make sure the power cable is plugged in.
Make sure the IDE cable is plugged in.
Make sure the IDE cable is plugged in the right way.
Make sure the jumper settings are right.
Make sure the circuit board on the bottom of the drive (sometimes, there is one) isn't damaged.

To use Cable Select you most use an Ultra ATA Ribbon Cable (blue, grey, and black connectors). This will cause the device at the end of the cable (black connector) to be master. Never make a hard drive slave to a cd-rom or dvd. So put the HD at the end of the cable.

it's better to keep your hard drives on IDE 1 and your cds on IDE 2.

It depends on what you are wanting to do. There is nothing wrong with having cd and HD on one IDE ch as long as HD in master. If you want to copy cds using two cd drives then it is better to have the two cd drives on different IDE channels. If you are burning from HD to cd then it is better to have the HD and cd drive on different channels.
