If a person pleas guilty to DUI and does the diversion program, do they still have to pay the $10,000 DUI fine?

Depends on which state you are in. Most states do not have $10k dui fines.

Which state, which charge, are you an adult, and what diversion program?
My only DUI was at a rather young age for such a charge, and it was two-years of suspended license.
Though you may well pay that much more in auto insurance, that is a LOT of points on insurance pretty much unilaterally in the western world.

Looks like Oregon has some fucked up DUI laws. Basically you're facing...
Jail – 48 Hours Minimum up to 1 Year, or Community Service – 80 Hours Fine - $1,000 Minimum Various DUII Fees – $300 Minimum License Suspension – 1 Year Ignition Interlock Device – For 1 Year after Suspension Complete Drug / Alcohol Treatment Program Participation in Victim-Impact Panel Program Required
Sorry you're in such a fucked up state. Apparently they've made the laws so stupidly severe that they have a diversion program.

The petition for DUII Diversion must be filed with the Court within 30 days of the appearance date given by the officer on the bottom of the citation unless the Court allows a later filing date for good cause. You must plead guilty or no contest to participate in the Diversion Program. The Court will hold the guilty/no contest plea and give you an opportunity to complete a screening interview and treatment as an alternative to prosecution. You also would be required to pay a filing fee to the Court and attend a Victim Impact Panel program and pay all costs. You could not drive a motor vehicle while using or while under the influence of intoxicants. You also would have to keep the Court advised of your address at all times during the diversion period and sign releases of information so the Court and district attorney can obtain copies of your evaluation and treatment reports. A diversion participant’s driving privileges are not suspended by the Court.

So this is a no-brainer, do it. But they're just giving you enough rope to hang yourself with.
You might search my posts since I've written on this sort of thing before.
My advice is to get your paperwork in order. You don't need a lawyer if you're competent to file the proper paperwork. Seems to me like almost everyone does this for their first DUI. You need to also manage your alcohol evaluation properly. My other bit of advice is to start going to AA meetings NOW. Get slips for each session you attend. That's how you get out of an expensive and shitty treatment program. You tell the judge/evaluator that you're actively seeking recovery through AA and it's working for you. Tell them you're 12 stepping it all the way and you feel this is the best program out there. AA is free and once a week or so, court ordered treatment programs are several times a week and several thousand dollars.
Anyways, there are millions of DUIs every year and everyone from presidents to priests get busted. Don't feel bad, it's a money scam by the government plain and simple. Most normal drinkers are going to get one sooner or later, just make sure you get one every ten years or less.

Yep. My attorney said that they may try to say that I was on a drug that cant be tested for.

Until they beat the piss out of you and then say you refused the breathalyser. It happened to me.

You might want a better lawyer then. Sounds like yours is a dumbass.
They can try to say they're the king of England and they're going to sentence you regardless of the facts, but that kind of shit just doesn't fly in court.
