Well if you move in together she'll end up leaving you and if you don't move in together you'll probably end up leaving her.  Seems like a lose/lose situation. I say cut your losses now before you get any further into the relationship.

There are too many possible reasons why she feels this way to even speculate.  It could be her personality or a bad previous relationship has her fearing commitment and intimacy.

Either way, she's either not into you enough to want to live with you, or she's simply not in a place where she's ready to do that.  I don't see the relationship giving you what you're looking for, at least in the foreseeable future.

My personal rule is to move on at the first sign a girl's interest in me has waned.  Dragging it out only makes it more difficult and will leave you feeling even more hurt in the end because you tried that much harder to make something work.
