Help! My setup needs improvement!!!

Im having problems growing my shrooms. After much waiting, I finally have pins, but they have been growing VERY slowly. One pin started 5 days ago is only 1 inch tall so far, and Im growing PF strain. I think the slow growth i due to my terrarium setup, due to lower than optimal temperatures. I have a rubbermaid container filled with water with a 100W heater in it, and besides the perlite bottom layer, it provides all the heat and humidity for the setup.

I think the humidity is perfect allthough it was tilted toward the excessive mark earlier. The problem is Im not getting enough heat in the terrarium. The thermometer laying on the perlite layer is about 68-70, and the thermometer on the side says the temp is 74-75. What I was planning on doing was doing away with the heater in the pan idea. I want to clear everything out of the rubbermaid bin, and then put an inch or two of water at the bottom of the tub. Then I would lay the heater at the bottom of the tub. I would then get an aluminum roasting pan and put a small layer of perlite at the bottom and put my cakes on it, and lay this into the water. The only thing is it's going to be a pain in the ass to clean the whole thing out, and do you think it's a good idea to move fruiting cakes? I know to be careful moving em, so what do you guys think?

Grab them near the bottom (as close as you can) and be careful not to injure them.
