everything is pretty straight forward regarding photoshop, if you combine a load of filters, play with levels, hue, saturation, etc you can make any type of effect you want. It's all about playing around with the program first then you'll get the hang of it.
Here's your first tip: when you're wondering what the different tools are, just put your mouse cursor over it to see it's description (i.e. when u put your mouse cursor over the brush it'll say "airbrush" or something along those lines). When there's an arrow on one of the selections it means that you can press down on it with your mouse cursor and other options appear (i.e. bucket option, press down on it and you'll see the gradient tool as well).
if you want to make websites, standard template size for an 800x600 screen is 760x420 pixels, resolution 72 dpi.
any further questions regarding photoshop don't hesitate to ask in this thread

along with photoshop 7 or 6 or 5 for that matter, comes a program called Image ready. you can usually make your art in photoshop then import it to image ready with a nifty button on the tools list. There, you can make aminated gifs, cut images up to make sites, etc.
A simple way of making animated gifs would be to create different layers in photoshop. In example, a person running. One layer would be the left leg of the person up, the second layer would be of the person's right leg up, etc etc. Once you've created a multiple amount of layers, hide all of them except for hte first frame of your animation. Take the file into image ready and there will be an option for making animated gifs. You can change the speed of how many seconds miliseconds it would take to go from one frame to the other.
Other good programs to make animated gifs would be macromedia fireworks and microsoft gif animator.
cheers

yes you can put a transparent layer over an image. just create a new layer, draw on it, then change the opacity of the layer by double clicking the layer name, in blending options there's the general blending area (top) where you can change the opacity.
