Is it possible to find active panaeolous subbalteatus in a Southern California back yard?
I live in the HIGH desert and we have a lot of horse breeders around and so there is horse dung with this said do you think i can find some of these shrooms in a grassy wet park? I'm really busy with work and such so i want to know if it's possible before going out and trying. Thanks in advance. Appreciate it.

Yes, it is possible but don't expect it.
Try walking a hundred or so well-manured lawns (perhaps in fairly new neighborhoods).
Take pics. Take notes. Take spore prints.

Thank you, i live in the fairly modern area of this neighborhood and they have a well irrigated plain of grass. Should there be any poisonous mushrooms that look very similar to these? What keeps pan subbs different from other? the twisted lining on stems? the thin gills? the rings? thanks again.

Don't be overly concerned with poisonous mushrooms but also be mindful that you are likely to encounter them during any mushroom hunt. It's more likely that you'll run into Panaeolina foenesecii (an inactive but harmless mushroom).
Take a look at a mushroom hunting guide (book or online) and check out wikipedia and mushroomobserver.

you're way better off reading this http://www.shroomery.org/9608/Subbedhunter420s-Guide-to-Hunting-and-Identifying-Panaeolus-subbalteatus-P-cinctulus, and all the other various info on Pan.Subbs around this, and other sites.. Rather then picking up an Out of date book.. most of which say panaeolous subbalteatus is inactive.

What causes them not to be active, or what causes them to be active? - Cause im not too sure man, I believe it might have something to do as a survival technique. Animals eat magic mushrooms, then after experiencing the effects don't eat them again.
Just a theory though. Why do Morels taste good?
EDIT: yes, inactive = non magic.

Easy man, spore print them.
Subbs will have JET BLACK spore prints, while foes will have a dark brown spore print.
Here's a picture for reference

so Pan Subbs are active and Pan Foes are inactive?
If not how do you tell and inactive Subb form an active one?

Yeah, pan subbs are active while foes are inactive. With lawn subbs it can be quite hard to ID so it's best to take spore prints on all of them. But, with dung subbs, theres no mistaking them for foes! Wanna know why? Foes don't grow on dung. - You'll find way better, and more potent subbs in horse dung rather than lawns. - Remember, subbs only grow on and around horse dung, nothing else. No cow shit exceptions

so all subbs are active and contain psiclobin correct? and so only subbs would be found in horse dung?

Panaeolus cinctulus is the (new) revised name instead of Panaeolus subbalteatus.
Panaeolus cinctulus is weakly active and can be found on horse dung and in manure-rich lawns.
Panaeolus cinctulus is active, meaning it contains the chemical(s) that make a human have a mind-altering experience.
Many other mushrooms grow on and around horse dung.
