Has the colour changed from where it was below the soil? If so this is normal. The cactus forms a cork-like protective layer when placed into soil. 3 weeks rooting is not long either, it can take months to root some plants, and if it's Winter where you are then the plant is likely dormant and will not root until favourable conditions return. Be it artificial or natural.
It's hard to tell if it's rotting or not from pictures. If you think the softness is turning to rot then only you can make the decision whether to cut or not. I'd cut the hylocereus stock off and try and root the Trichocereus rootstock(if that's what it is) Trichocereus are better stocks than hylocereus. Better as in they're more root hardy and can suffer some neglect.

Sorry guys Ive been off doing dabs and ketamine  I went ahead and pulled it out of the soil cause I figured Im probably gonna have to degraft

Left is now. Compared to the right when it first came in you can clearly tell somethings wrong. Heres also a couple pictures of the scion and what its grafted onto, Im not sure if its trich or not. It has some "fur" on it.

You need to cut that Hylocereus stock off immediately. Once you do this I would then keep cutting back into flesh until you don't see any rot. Sterilise your blade in between every cut. If you don't then you will reintroduce the infection into healthy tissue.
It may of spread into that other stock too. Surgery will tell us more.

I cut it about an 1/8" above the rootstock, It was hard as hell to cut through it honestly

should I keep cutting?

The core still looks Yellow, which makes me think it needs a little more. Was the rot in the Hylocereus Yellow?

Ehhh more like the flesh in the inside just dissolved into a green sludge lol. And yeah Ive been using 70% alcohol on the blade between cuts. Back to cutting lol

Yea that color is off in that core. Try your best to make the cuts clean. It looks like you backed up and continued cutting a lil lower in that pic leaving that uneven cracked/sliced look to it

Fark. Doesn't sound good......
One thing about buying large grafts or older plants is that they usually die. They die because they've spent many years growing in another environment, often a controlled one, and they don't do well once they leave there. Not unless you acclimatise them very slowly, but even then they succumb to some type of ailment.
Starting from seeds is the best way to go. They're cheap and you end up growing plants used to your environment. Grafting boosts production and you can be self sufficient in a couple of years, sooner if you're good. I've spent thousands on plants that end up dying. I got suckered a few years ago by this Yugoslavian guy I met at a show. Last time I saw him I gave him an earful of abuse and pulled his rotten, mealybug infested plants out of the pot in front of people who were just about to buy them. You live and learn I suppose.

Yeah I didnt think to grab a good knife from my kitchen and cut it . I was trying to make do with a razor blade

Do keep an eye on it and possibly think about grafting some pups if you think you can.
Id start with the small pups and graft to peres.
Hey karode what do you do if you have a degrafted and yet to root Loph that starts to get soft due to lack of water but noi rot?
