I don't think they're talking about JWH-018, it sounds like they're specifically after synthetic smoking blends.
Anyway, check dis out:

I don't see what you can accomplish by banning a brand-name smoking blend but not the actual active compounds...
I think it's just getting to the point where law enforcement, legislators, and regulators simply lack the money, equipment, and man-hours to keep up with the proliferation of legal highs. They know that Spice and K2 will get you stoned but they just can't be bothered to do the necessary testing to find and ban the actual substances responsible.

These bans are so ridiculous. They don't have nearly enough research to make an informed decision, and no one is taking into account the amount of human error that causes these adverse reactions. Just like any synthetic drug, JWH series drugs need to be properly dosed out. Anyone will have an adverse reaction to too high of a dose. What they need to do, instead of half-assed banning of particular brand-names (which will no doubt lead to the banning of the entire JWH series), is fund more research on the drug and capitalize on its analgesic and anti-nausea properties. It could be a useful alternative to legal marijuana, for those who have THC allergies, for example. There are possibilities that are not being explored, because politicians are scared shitless of untested waters. It's ignorant bullshit if you ask me.
