ok im asking this question in hopes that i don't have a defective PC on my hands but im realistically pretty sure i do ok i was doing a test run on my PC which older Tempo is the brand heavy duty looks solid its the rocker type and the seal is nice and rubbery and flexible no cracks or defects of any kind the cooker is old but seemingly unused well i put water in the cooker and heated it with out the rocker and when steam started to appear i let it vent for one min then put the rocker in place to let pressure build its then that i heard water hitting the burner of the stove i turned the PC to see two small drip lines of water coming from under the lid i was careful and do not recall any excess water splashing up while i placed lid on
im guessing the seal is bad but is there any chance this could be normal(i know hows pressure suppose to build if it has leaks right)
sorry to go into such detail about this simple question i honestly hope i didn't get burned on the PC and im not trying to have any mishaps i hear they can be prettttty messy and dangerous thanx

Try heating it up with the rocker weight on it.
What can happen is a little water gets inside the seal. As pressure builds, the seal seats itself. In doing so, it may drip a few drops. But, once enough pressure builds, the seal seats itself & you are good to go.
Example, a blowout plug will release a few drops of moisture, while the PC is heating up. Once some pressure builds, the plug seats & seals.

Can't hurt to lube the seal - some people use vaseline, I use olive oil.
Maybe the seal wasn't properly in place, but it's very possible the seal simply needs replacing. Mine only last about 6 months, but they're cheap (£5 in the UK).
