All websites contain at least SOME html. Flash and Java are usually used as eye candy, although they can be artfully implemented into the basic navigation of the site (for example). Java tends to take longer to download and be quite bandwidth heavy.
The first thing you should concentrate on is CONTENT, then design (i.e. layout), then style/flair. Usability should be an issue too. It doesn't matter if you have the coolest site on earth if only a few people have powerful enough computers to view it.
Cascading style sheets, javascript, and dynamic html/xhtml are all offer the possibility of elegant solutions to the problem of how to deliver content quickly without sacrificing aesthetic sophistication.
I reccomend you take some time to learn more about web design and development at sites such as webmonkey and W3 before you begin. This should enable you to make a more informed decision about what technologies/techniques are most valuable for your project.
Oh yeah, and HAVE FUN!

flash isnt really a language...its more of a interactive graphic. It can used to make things appear really nice and flashy, but most strictly flash sites WAY overdue it. flash takes a lot more time to load than other web page setups, so that should help influence your decision. is this your first website? if so, id suggest you start small, and work up into the more flashy things. get used to building the page out of html, then work in java, then etc.... It will make it easier to find problems, and you'll be more accustomed to the limits and uses of each particular piece.
