100% Organic recycled compost *updated 5/12, pin porn*

I've come across a product called Cedar Grove 100% Recycled Compost.

As you can see, the back states "Pure Compost. No additives."
The packaging also provides a link to a website which provides metal levels: Oregon Dept of Agriculture
The page shows that metal levels are as follows:
Arsenic: 18 Cadmium: 2.5 Mercury: 1.0 Lead: 23 Nickel: 18
I have read that pre-packaged compost generally isn't used as a substrate because of the addition of fungicides, but this one seems to be an exception to the rule.
Can any experienced cultivators tell me whether or not this product is safe to use as a substrate? Since there are no additives, I imagine there is no fungicide in there and would be an ideal substrate! Are the levels of metal a concern?

I would wager bag content is about like dirt. Which is not a good thing, as once you add moisture, it results in MUD. You want a very high fiber contend, in a substrate. About the consistancy of aged dry shredded horse manure like below.

Exactly. Buy a brick of coir and add some verm to the mix and that'll be a bangin ass substrate mix. But on it's own, it would be iffy at best.

Just to update you guys, it was determined to go ahead and give this stuff a try, and it worked out like magic mixed with a bit of hpoo!

The exact recipe was:
6 cups dehydrated hpoo 3 cups organic compost 1 cup spent coffee grounds 3 tbsp gypsum 2 cups filtered tap water
