Is there any law against attaching a gps tracking logger to a police car? I'm pretty sure they don't need a warrant to attach one to ours. just sayin

Probably, but they'd have to catch you putting it on, I believe. Make sure it's well hidden.

I believe they would likely charge you with "tampering with government property".

That may not be necessary. Many cop cars have GPS on them which transmits their location back to the station. If you can decode that you can use their GPS, which would be legal. If you aren't an electronics/math wizard the best way might be to obtain the same equipment that they use to decode the signal, perhaps from ebay or a police surplus auction.
Also police cars transmit unique radio signals which could be used to build a cop detector. Analyze a police car with a spectrum analyzer and you'll find all sorts of RF emissions.
Another possible way is to look for IF leakage. Radio receivers transmit a weak signal that allows people to determine which frequency it is listening to. If they are listening to the police channel, its probably a cop.

All that sounds a bit far-fetched Alan. Maybe a few places have implemented systems like that, but probably not that many and they are probably proprietary systems that would be hard to access.
I've had radar detectors that are supposed to pick up highway patrol emissions, which most of the cars are supposed to be equipped with. But I never got a hit on that system before so I think it's just radar detector hype.
OTOH a cop detector would be pretty cool. You'd have to implement some of the detector detector technology, and I'm betting it would be pretty short range and prone to falses.
