Forgive my noobness here, too, but I thought I'd offer what I've picked up from re-reading various TEKs dozens of times.
-You don't need to keep the jars completely out of the boiling water, just off the bottom and enough to keep ANY of the boiling water from bubbling up and into your jars.
-I was under the impression that duct tape was the answer for that, since it's designed to hold up in moisture.
-jar lids should be firmly on, but don't squeeze it shut as tight as it'll go.
Even though I've not grown any yet, I just thought I'd throw some ideas out to you to think through til one of the more experienced peeps comes in and helps you out.

prof. grade masking tape should holdup for an hour steaming. lids on loosely but remember to cover with tinfoil so as to not allow any water to slosh into jars to messup water content. jars can sit almost on bottom just have a towel or rag in the bottom so that they are not directly on the bottom. fish tank heater is $20 or less and the humidity guage/meter's are not real reliable so just don't even bother getting one. get an indoor/outdoor thermometer so u can calibrate the heat in your incubator. remember be creative.
