No, because whether or not your a good person has more to do with your actions than what you're thinking. This is where modern Christianity has lost its way, because they started this bullshit about how it doesn't matter what you do just as long as deep down inside you believe in Jesus you'll get to go to magic fairy land when you die. That's why all the biggest assholes you'll ever meet all go to church every Sunday, because it allows them to do whatever the fuck they want through the week and be completely justified in their own ego because God's on their side.
I'd rather have a world full of people who are doing the right things towards others and regret their correct actions than people who fuck people over all day long but feel righteous on the inside. The regret you feel will be as short lived as the cash you could have gotten out of the purse. I've found that in the long run it actually feels good to go out of my way to be nice even though I often feel conflicted and tempted to do otherwise at the moment of decision (I'm not saying I'm a saint here or anything, I've done plenty of bad shit I regret).
I've found that living honestly also greatly simplifies your life and eventually the overall quality of life is much better. Aside from feeling the guilt that you eventually would have felt by taking the purse, what if you would have somehow gotten caught with the stolen property (which it would be if you took it)? Maybe someone spots you taking the purse, or a girlfriend or something gets pissed at you and rats you out, I'm not saying its likely but most people tend to get unlucky from time to time. You've totally protected yourself from all that bullshit and you made someone else's day just by doing what you should do in the first place.

If you lose your wallet you have to; cancel all your cards, get them replaced, and will lose all the money anyway. If I got my wallet back and it was missing all the cash (less than $100) I wouldn't mind because I'm a sensible person who hates filling out forms, standing in line, and jumpin through hoops.

if i lost my wallet, i wouldn't expect to find it with cash either. that doesn't make it right. it's still fucked up. the even more fucked up part is that there are so many assholes in this world that we actually expect the money to be gone.
regardless, what i said stands. there are good people in this world. there are people who are willing to resist the temptation to take advantage of someone in such a manner. and among those "capable of empathy" as i already put it, returning the wallet intact is the norm.

I never have more than 20$, 15EURO or 10 quid so if i lost mine i would be more than happy to get it back without the cash.
Its absurd to assume that someone will not take it away. I just want my id uni cards and so on.

That said, my wallet (just the one with my license and some other crap, no money) fell out of my car once and someone MAILED it back to me from London!
That was fucking STELLAR! 
The envelope had no return or I'd have sent a gift card or something in thanks!
