2:1 Finch seed questions "steep?"

II've been following the Hawks Finch Seed huide. I have a question about what he means about steeping the finch seed. I thought that I was just supposed to soak the seed for about 45 min. But then as I read on it seemed like I was supposed to steam it. Do I soak the finch seed then steam the whole mixture after I have put it into the canning jars? Also, do I have to use a pressure cooker or could I use the steaming method in the PF tek?

I think it means this:

Steeping
1 : to soak in a liquid at a temperature under the boiling point (as for softening, bleaching, or extracting an essence)

I would soak it, then steep it.

I'm not familiar with that guide, but when I use birdseed, I soak it for 24 hours, then rinse and drain for 45 minutes, then load into the jars, then PC.

You could try fractal sterilization, but I think using a PC is the best route.
