hard to say without actually seeing a picture of the insect. ive seen the same sort of dammage on san pedro in different situations including frost and freezing of the cactus tips in some areas. soapy solution works ok, ive used it before myself. i would recomend personally that if you were to take a cigarette ands soak it in a small amount of water (or several) the eather brush or spray the solution on the cactus, it will take care of any resident insects you have still in there, and prevent others from taking there place. nicotine, the active ingredient your using in this situation hasx been used for years and years for insect control. it works well in a situation like this if you plan on consuming your prize in the future...

by the by.........

as a hard core cacti freak....i would CUT THE TOP OFF TOO. cut it about 2 inches BELOW the brown. let it dry for about 3-4 days, lay it on its side and bury it about 3/4ths of the way. it will kick you out some healthy babies before long.....

Looks like the fluffy white spots are Mealy Bug (Pseudococcus)
Best dab a little white spirt on them with a cotton bud
There sap suckers and wound cacti allowing infections to get in
(thats what i think has happened to the smaller one)
Dab all white spots and cut of the black bit about
5mm into the healthy green part is what i would co.
