Steeping birdseed correctly for Ryche Hawk's Growing Substrate

I know that when making tea and such steeping is different than brewing it. As with beer or its ingredients. I don't know how to steep and its proving a little difficult to find information. Does anyone know how to steep Finch seed correctly for use as substrate? Ryche Hawk's Growing Substrate guide requires steeped Finch seed. Thanks.

The WBS I use is a finch mix. I use this method to prepare the grains for pressure cooking.

"Steep" = "soak" in this context.
