humidity problem

I have a foaf who just took his first attempt at fruiting cakes. no matter what he does he cannot get the humidity to go above 89%. please help!!!

Well is he using 4-5 inches of perlite and is it off the ground so air can enter the bottom holes. Is he misting and fanning

yes to all of the above. the only thing i can think of is the analog hygrometer im using needs to be calibrated. i was told to wrap it in a damp towel for an hour then adjust it to 100%. do you know if that is correct?
