I can attest to the fact that this service works.
I have used it to reset peoples passwords by setting the caller ID number to their office phone number, then calling the helpdesk and asking for a password reset. If the help desk verifies users by their callerID info, they need help. Its common though.

When you call the help desk to ask them to reset your password, they need to verify your identity. Sometimes they do that via callerID. But they really shouldn't.
Every place has a help desk, from the NSA to google. They are the people you call when your password doesn't work.

I'd rather have some software or hardware that would do the same thing. I know there are devices that will make your voice sound different. A caller id spoofer would be very nice to have.

Whether that hardware exists or not is debatable.

It must exist or how can they provide the service?

There is no box that you can plug in to your landline or cell phone that changes the caller ID.
If you connect to the phone network using VOIP you can give it any phone number you want for the caller ID info and it will believe you. That is how they provide the service.

I've heard you can have a special line which does that but it costs $$$. Or use voip with some software. LEO can still find out who you are but not the average person.

Blackberry users can download an app called "Bluff My Call."
This App allows you to call any number from any number.
Edit: and it's free.

I've used pre-paid calling cards that changed the caller ID, just not to anything I could specify. Once, someone wasn't taking my calls and I just used a card to "spoof".

When using a caller card it showed up as anonymous or unavailable. It might show the name of the company but i've never heard of a calling card that let you display the name or number you gave them. It might be nice if there was one like that.
