plant them in the early spring when you know there will be no more frosts.
They like shit sandy soil, and do best in that. If you plant them in good soil they will actually do poorly. Give them something to climb. They'll flower on their own, once the flowers die off a pod will be left, let it mature. When the summer is over, like middle spring tear down your vines, harvest all the pods, practically all should be mature and dried on their own.
There will be 6 seeds to a pod roughly. three compartment in the pod two in each.

In reply to:

i think you mean middle fall?
i wait until the pods are brown, dry and crumbly. they are ready if when you squeeze the pod in your hand it breaks apart easily and the seeds fall out.
if you find a place where they grow well, they grow VERY well and will come back on their own year after year.

hah yeah, middle fall. That should give them sufficient time to be self dried.

MG is soooo easy to grow...I start mine off in Peat moss pucks, the ones you have to soak in hot water... After they have a few stes of leaves and the "vine" effect starts happening, I go outside with them, for a sort of SCOG tek...They grow up the wall of my garage, and make HUGE beutiful flowers all summer long, then in the fall I gently take them down in a wheel barrel, and dry them out. Then I remove pods and harvest seeds...

An easy way to harvest is to cut down the vine after flowering, put the whole thing in a big paper bag. Leave in the sun for a few days and the seeds should pop out of the pods.

that is, not right after flowering.. the pods need much time ot mature after the flowers themselves have fallen off.
Bag method is a damn good tip.

They actually grow like weeds in almost any conditions not really a challange at all, you should have no problems.

i was thinking about the same issue. i believe one needs a rather large growing area for seed production... have you ever considered HBWR? don't morning glories grow already wild where you live? this could save you a lot of space and effort.

The key is producing as many flowers as you can, seeing as a flower will leave behind the matured ovary with 3 sections, each section would contain ideally 2 seeds. So 6 seeds per flower one gets idealy, assuming you allow full maturation.
Do the math from here.
Edit: oh wait i just realized i have already replied to this post once before and have said nearly the same thing. Guess it couldn't hurt to reiterate it.
