Use a hair clipper. A zero will give u a nice clean shave. Be carefull with the little skin folds on your sac though, they can slip into the clipper and cut u. Happened to me once and it fucking hurt. Thankfully sac skin heals quite quickly. Oh and #13 =

I never had a problem with itching and my hair is super thick. I hack it twice a month maybe. Have you tried changing your underwear (material, type), using a mild detergent, and not using fabric softener?
