I can't believe this happened!

Usually this is said after a murder or plane crash or other calamity.

How can one not believe that which has just occured, especially if they were a witness?

Figure of speech much, the meaning isnt really that they cant believe it happened, its more like they didnt want to have to witness it as it happened

It means they weren't expecting it, not literally that they couldn't fathom it.

Some of us ACTUALLY say what we mean. How often do you read here that someone expected another to read his thoughts, "You know what I meant!"

Doesn't being clear and concise save a lot of confusion? Why should the speaker expect the listener to correctly translate his murky message?

I think the whole 'I don't believe it' thing arose from a high-authority/status character, who was not able to simply be shocked by whatever they saw. So when something dastardly occured, they say 'I don't believe it' and try to look for an alternative cause. Or perhaps to just refrain the blow until more evidence or clarity is demanded.

However the phrase caught on, like most things done and said be hihg status people, and people eventually just liked saying it as if it gives them hope that something will be found to bring doubt to the matter.
However nowadays it is said without any intention to investigate further, without the notion of a judging onlooker.

But it still retains the general meaning 'I am having trouble assimilating this event with the rest of my beleifs about the world.. I want more evidence so that I can see that this is not real... look at me, 'i dont believe it', come, universe, don't let this be the last word, look at how much I BELIEVE in unknown forces, I BELIEVE in the power of your random awesomeness, I DONT BELIEVE in this shit!'

^Spelling and syntax needs a bit of work here....

We have words that are used to describe the very phrase you are critiquing.  The word 'unbelievable', for example, would be used in situations where a person momentarily does not believe what has just occurred.
