You should check pastures where cattle grazes instead of the woods. You should be able to find Psilocybe cubensis and Panaeolus cyanescens growing directly from dung there.

those are laccaria laccata, spores should be white

the altitude will influence what temperatures occur when, and will also tend to influence weahter systms, including percipitation.

if that's strictly the case then most likely, yes. if your weather where always supportive of fruiting, they would always be fruiting.
