I think it might have been to wet to start with and when you pc it seems the water puddles together, but if not maybe you filled the pc with too much water?  They still may grow depending on how moist the sub is tho, but in all honesty your better off just making new jars cause an overly wet sub will slow your shit down big time.  I just inoculated some cyans with a batch of wbs that my boy made thats a little too wet its taking forever to show growth

You can use a layer of Jar Bands but most Pressure Cookers have a tray that fits in the bottom to keep jars off the bottom. You shouldn't need more than an inch of water in the PC.

Use jar lids, or a rack.  Whatever you can use to elevate them above water level.

And if it's a real small puddle, you can take the foil off to let it evaporate for a day or so.

I have always put one drinking glass of water in my presto 23,I have cooked with it for 1hr 45min @ 15psi before with ample water still left in the bottom.
PC'ers do not use as much water as most think,At least I know mine never has

Absolutely incorrect!  You want the minimum amount of water to prevent the cooker boiling dry.  I only use 1" in the bottom of my PCs.

If you're losing water, it means you're failing to reduce the stove setting once pressure is reached.  Turn down the stove burner to the point pressure is barely held and the weight doesn't jiggle at all.  If it's a 10 psi cooker, operate it at 9 psi.  If it's a 15 psi cooker, operate it at 14.5 psi, and you'll never loose more than 1/4" of water in a two hour cycle.
