A couple ?'s

Hello fellow trippers and hobbyists, I have a 10 gallon aquarium which I use to fruit my casings in, but because of winter my temperature keeps fluctuating from the lower 70's to upper 60's. I am looking for ways to keep my tank at a stable and optimal temperature and I went out and bought one of those under tank heaters. I read the directions and cautions and it said to not put the pad under a tank which holds water directly above the heater, but, upon further inspection of my tank, I came across a label that read "tempered glass". Will it be okay if I put the heater on although it will be below the water (perlite tek)?

Also, I am looking to make my substrate and casing layers more even. How about grating my colonized substrate into small pebbles? Will it work?

I'm not sure about the heater, but I've grated brf cakes to use in casings, and I haven't had any problems.
