The article mentions that the police thought he exposed himself to a kid, on purpose... If that is the case, it's different than simply walking around in the nude in your own house.
I walk around nude sometimes, but I avoid windows and sliding glass doors.

It just seems unlikely that he did it on purpose, especially with the fact that it is stated that the mother and boy was cutting through his yard. That shit is some peeping-tom action, and the mother should be charged if some lame laws were to be applied. What ever happened to giving your neighbor a knock on the door and explaining why he should close the blinds at least

I don't know, I think I need more information.
I do agree, in this day and age people are still fairly prudish when it comes to matters of nudity. It should be asked why she is peeping into peoples windows in the first place?
But there is a fine line, what would you say if it was found out he was purposely standing infront of a glass window to expose himself? Not saying he is, and regardless it is hard to prove either way without actually being there. Odds are the mother will be believed though.
I'm a little paranoid now. I go around naked in my house...
