so everyone with this status will be able to use personalisms, like the select favored few are allowed to do so now, while the noobs get bashed by the condescending regulars while completely defenseless (which would also help to prevent them from becoming a regular, not to mention scaring noobs away).

I don't want it to be erased; I believe it serves as an important function for this forum.
Do you have any data about how often this rule is used by the moderator?

If Diploid & Veritas believe that rule #5 serves an important function (which they most likely do, since they haven't deleted it), then I agree with them.
