Have there been attempts in the past to combat legislation of substances, now illicit, prior to their regulation?

In the history of drug legislation, has a petition EVER worked (whether at the federal- or local-level government, anywhere in the world)?

I don't know if it's what you're asking, but an illegal substance has become legal for the members of the Native American Church, who are legally able to take mescaline for religious rites under Freedom of Religion.
