I'm intrigued. It should be done in a careful manner because it doesn't sound controllable. It IS a disease affecting corn. People thought cultivating Kudzu plant was a good idea. Now it's EVERYWHERE

Yes, it is indeed possible to cultivate corn smut. It's a disease, after all. Just try and keep it from coming back!
I've found a book on the subject online but it's in Spanish. Aside from that, I've found two different methods of propagation. The native american method involves scratching the stems of corn seedlings with a blade dipped in spores. The other involves injecting spores into the husks of cobs before they're pollinated. (I think that was when...)
I was going to try growing this myself, but we had a month long drought and all of my corn died.

seems a little iffy to cultivate a disease... I would just grow corn and slice some of it up with a blade, and if you get some Ustilago Maydis consider it a GIFT from the earth!

I would suggest thinking beyond YOUR desires
it would be really cool to infect the industrial corn here in America with corn smut though. They are ruining food as we know it

I've had a bit of unwanted experience with it in my corn patch. I haven't had it in years now though. Maybe the new strains of corn are resistant. It doesn't spread like wildfire though. I would try getting some spores and inoculating some corn. How hard could it be?

Free book? For free? No. The book was published in 2007, and I think the authors deserve to be compensated for all of their hard work. The book is entitled "El huitlacoche y su cultivo."
Also, The Google is your friend!

quite simple on a small scale, find some spores, make a slurry and introduce it onto corn cobs either by spraying or pouring it. If you damage the cob slightly it helps as well. Although there is a lot of plant resistance to smut that has been bred into modern corn. Try getting an older open pollinated variety that will likely have lower levels of resistance.

Thank Monsanto and Justice Clarence Thomas for that...

Ah the mexican truffle I get it in cans here in So. Cal any latin market has it. I periodically get it from friends in our local mycological society when I get some older kernals I'll germinate come teliospores and let ya'll know but besides cutting the base of young corn plants with a slurry made of the spores. I also found this:
Ustilago myadis, is a well-known smut fungus that infects corn, where its immature teliospores are enclosed in sacs which replace the kernels of corn. When these sacs burst, U. myadis spores are released and cling to normal corn kernels. When these kernels are planted, teliospores are planted along with them, infecting new corn plants when they germinate
