I don't think anyone is in control. Maybe they control it in terms of being the active agents in the mass extinction happening on the planet in this modern time. In that sense, we, the lower people, become the antithesis to their thesis and thus a synthesis is formed and evolution has been made.

Thesis = mass oppression, corruption of money and media, pollution of air, water, food
antithesis = whatever grassroots movement you are a part of that combats these things
synthesis = maybe some new kind of economic system, different uses of energy, change in our fundamental approach to living

As with any influence on us, the government has its own willS and functions. To quantify that it slows our rate of evolution more than tribal witchery, the nuclear family, TV or say any hedonistic activity, is angling for the big fish and pulling up a tin can.

All institutions are made up of people. Inside and outside. Like I said above, the government has conflicting desires because of these people, internal politics, etc...

It would make some sense if he were talking about the government controlling the rate of "cultural evolution", but if he's implying that the government is controlling the rate of our biological evolution, it would be nice of him to provide examples.
