What are your temps and humidity?
If that is your set up I'm surprised you got pins. You need something on that plate to raise humidity and something to cover it to hold humidity in. Perlite seems to work pretty well. Temp is a personal preference some say 70F and others 80F anywhere in that range your going to be fine.
Good Luck

If they are B+ well those tend to start out fat then fill in the other dimensions but it sounds like your growth has stunted which, since your temps are good and you think your humidity is good, leaves air exchange.  Too little air exchange makes for stunted fat asses, sound familiar   I just saw fluffy patches on your cake so your humidity does look good, I assume you have condensation on your bottles.  Just fan a little more and be patient. Remember that with more fanning means less humidity so mist the sides of your bottles when done.
Later - it's bed time here and I'm sick, need slleeeeee
