question about meditation

generally, after meditating i feel very relaxed and have this other feeling i can't really describe. this happens from just paying attention to my breath for a short time.
other times, and very very rarely at that, i will get this incredible feeling. i don't know how to put it into words or what exactly happens, but it is wonderful. it's like beyond relaxation. my mind stops wandering by itself. this doesn't usually happen, usually i will still get thoughts popping up without my control.
the question is, how do i get this to happen every single time?

I think that you may be referring to pure balance of all mixed up parts of your mind/body complex
So how to achieve balance every time... hmm by strong intention, perhaps. If random thoughts pop up as you say without control, which is a normal thing, don't stop breathing and instead of focusing on these thoughts, let them come and pass, without analyzing.
But I do not understand to what "other times" you refer, in contrast to meditation which is based on breathing technique.

they're both based on the same breathing technique. but very rarely i get this balance, as you say. i've heard that having intention during meditation is a no-no

There are many teachings and many techniques, as you already know. What I meant to say, regarding intention, is refocusing it toward balance, or in your case that specific feeling. But don't confuse yourself by focusing on intent.. that no-no is undesirable. Know you mind, and by intent, focus on feeling. Don't try just do.
I could not achieve it at first, but after dozen or so attempts, it comes more easily and natural.

when it happens, what are you doing to bring it about?
isit through some mental effort that it happens? or more that the mental effort ceases & then it happens?
you see, we have to look at these things closely because if you feel that this incredibleness is a 'happening' you will strive to recreate it happening, but that striving is the hinderance! when the striving stops, then it 'happens'
but what is happening really?
the mind is ceasing, that is all to stop the mind you do not use the mind, you see through the mind...
investigate your true Self nature, is the Self the mind?
when the mind ceases to be, does the Self cease to be?

Not exactly. In the beginning I used to practice Zen meditation. But then I realized that I can't force my enlightenment trough this technique of meditation. So after a bit of study of some other techniques I developed one suitable for my self and my self only. Not that I can say that it will not work for others.
Meditation is just a tool, for the lack of better word. An object of some purpose. Purpose can be nirvana, enlightenment, balance, feeling of calmness etc. So what tool will one choose is entirely upon the individual.
That is why I said. Know your mind. And when the objective is clear, go for it.
And just for the record, I am not an meditation guru, or do I have years and years of practice and experience. I am just saying that it can be achieved by personal intent.

Im not tryna put you down, this is just a terrible mistake to make & very common pitfall, even when people say to me 'ive tried meditation it doesnt work for me' it will not 'work' if you go into it with expectations! Or you can go with expectation, but you must see through the expectation. Expectation for a future attainment does not serve what is already True. As you can not gain That Which Is Already So.
Expectation Intent Desire...
Although they seem impossible to move past, as why are we meditating in the first place, we want something to happen right!?
We have to see that whatever happens will pass, what passes is not meditation

actually i think you're right. the last time this happened, i wasn't expecting anything but a little relaxation. this is because i just ate a meal and have heard that meditation doesn't work on a full stomach. and then bam!
but lately i've been getting close. into a meditative state, so to speak, not just relaxation. the thing is, i'm in so much awe when it happens that i quickly lose it because thats all i can think of...
