fluorescent lights need to be as close as possible and as for the unhappy ones I'm not sure, its allot easyer to tell as they get older

edit: forgot to ask if you are using the foil witht he dull side facing out and really foil is apparantly not a very goo reflective material in the frequency of light the plants want, mylar is the best but apparantly a matt white paint does betetr than foil

OK that was a little too close lol, you need to be able to hold your hand between the top leaves and the light and it not be too hot to hold your hand there, then you should be fine.
