other ideas:
bike rides
visit local parks/botanical gardens/arboretums
go for a hike/walk and check out fall colors (if you live where the leaves change)
camping

get creative...get some paints and paint together (water colors are super cheap!)

someone else mentioned cooking - definitely a great way to impress her and save money by whipping up a tasty dinner. epicurious.com is a great site for free recipes

you could also plan a picnic - just some pb&j, fruit, cookies - nothing fancy, but it shows you actually thought about how you wanted to spend time with her and do something special!

find the dollar/cheap theaters in town and go catch a matinee

if you're in school, see if there are events going on that are free to students. could be an old movie or a speaker talking about politics, art, poetry or even more fringe topics like psychedelics (just have to keep your eyes out for them!)

sign up for a silly sports team (i played broom ball my freshmen year for fun - hockey in sneakers with brooms) great way to spend time have a good laugh!

check out the local art/science museums and see when they have a free day or a reduced price day (many usually have a few hours a week that you can just go for free)

just start searching around on the internet for "cheap activities" or "free activities" and your town's name. many people put together blogs with huge lists of festivals and free things happening that are great resources

plenty of stuff to do on the cheap and have fun!

lol... I started dating whilst homeless...

It basically started off with me trying to find a place to stay for a while, so I traded sex for a bed with this guy i had recently become friends with lol :P

Then later on he said he wanted to start dating... and neither of us had much money so we would just rent videos and have 'popcorn dinners' and go to the beach, cook together, go watch the stars at night and and do free stuff. I dunno.. just corny things. It was kinda nice just doing simple stuff, seeing that there was so much shit going on in my life at the time.
