the fuzz is mycelium caused by not enough humidity. the mushrooms are growing slow because of the temp and the casing layer. if you want faster growth then heat things up. if slow is ok then there is nothing to worry about. make sure you dont over heat though.
for humidity maybe try an air pump or bubbling stone. but i dunno much about perlite cuz i think it sucks. maybe get a shroomgod cool mist setup.

casing is actually slower then cakes but usually you get better result, raise your humidity and the mycellium growing on the caps will disappear... and just a question for you, after casing your cakes, how long did you wait for the mycellium to recover??? maybe that is why it's so slow, if the mycellium isn't all right the pinning will takes time to occure... and raise your temperature 65 is really too cold must be around 80F(i know that everybody use 78 F but i usually get good result with 80 82f....)
